Abstract

Digital transformation is revolutionizing industrial processes and service delivery. These new arrangements introduce novel risks across the entire value chain—from planning and supply to production and service delivery. State-of-the-art Enterprise Risk Management (ERM) provides the essential elements needed to address risk domains associated with cyber-physical systems, where Operational Technology and Information Technology converge under Industry 4.0 paradigms. However, ERM control mechanisms require new supporting structures grounded in Data Centre Governance principles—particularly those concerning data quality, security, privacy, and stewardship—to ensure coherent data preparation and management capable of delivering accurate, timely analytics for decision-making.
This work synthesizes an integrated Enterprise Risk and Data Centre Governance Framework, combining data quality requirements with both best-practice domains as applied to the Industry 4.0 era. The underlying concept defines a layered governance structure spanning day-to-day operations at production and service delivery sites through to strategic management levels, applicable to any organization pursuing an integrated risk management approach. A corresponding set of guiding principles is outlined. Foundational elements are drawn from established literature, including guidance from the Center for Internet Security and the Industrial Internet Consortium, as well as five case studies of Industry 4.0 manufacturing environments and the integration of cloud technologies within data centres. The resulting framework delivers an integrated structure capable of capturing coherent data from production and service domains and generating the analytics needed to support ERM-based risk management in any Industry 4.0 context.
